Clubs are responsible for the safe recruitment of individuals looking to work or volunteer in clubs. For anyone working in a regulated role (most likely with children) they must have a PVG check BEFORE they start in that role.

First step is for clubs to complete and return the Club Processing agreement and for the club’s Welfare Officer to return the ID checker agreement. The club must also update the applicant’s consent form as it is unique to their club.
Clubs must follow their safe recuitment process before the Welfare Officer requests a PVG. Welfare Officers will check with their committee that they have followed the policy before requesting a PVG. If this is someone already deployed in a regulated role in a club and, this is a scheme update, no references are required the Welfare Officer can request a Scheme Update.
When applying for a PVG as well as the application form the indivdual applying needs to complete the Club’s consent form. This is for all PVG checks including those already working or volunteering in the club and who only need a Scheme Update. Welfare Officers need to explain to applicants that they can withdraw their consent at any time. However should they withdraw consent the club is unable to recruit them into a regulated role or if they are already deployed the club will need to remove them from that role.

Scottish Fencing will make a suitability decision based on the PVG data returned in the Disclosure Check and will contact the Welfare Officer to advise. Further details are included in the PVG procedures document.
For anyone moving clubs and is still on the Coaches, or Welfare Officers, register their new or second club must still complete all the steps above regarding safe recruitment. Once the committee are certain this is an appointment they wish to carry forward the Welfare Officer/ID checker can then apply for a PVG check. Each club must apply for a PVG check and Scottish Fencing will inform the Welfare officer whether the applicant needs to complete a check or if they are suitable to undertake a regulated role. There might be situations where a coach can work in one club but may not be suitable in another or it may be Scottish Fencing needs to request a scheme update for that individual.
